Practical Seminar on Child Protection and Prevention of Violence on July 22, 2025
On July 22, 2025, within the framework of the “Qaldirg‘och” Project of the UWED Legal Clinic, a practical legal awareness seminar was organized for representatives of preschool educational institutions in Tashkent.
The seminar was organized in response to a tragic incident reported in July 2025, where a teacher and methodologist at the private preschool institution named "Jajji Nihollar" abused a 2-year old child for three days, who subsequently died due to the traumatic injuries. The news drew significant public attention to the issue of child safety and the prevention of violence in early childhood education settings. The incident highlighted systemic risks related to inadequate protection mechanisms and the need for stronger legal awareness and preventive measures in institutions working with young children.

Recognizing the importance of preventive action and legal education, the Project “Qaldirg‘och” initiated a seminar to contribute to strengthening institutional responsibility and awareness, rather than focusing on individual cases. The event brought together approximately 60 deputy heads and administrators of kindergartens across Tashkent, creating a professional platform for dialogue on child protection standards and legal obligations. During the seminar, participants received:
• explanations of national legislation and international standards concerning the protection of children from violence, cruel, or degrading treatment;
• clarification of the legal duties and responsibilities of preschool staff and administration;
• practical guidance on preventive measures, early risk identification, and the creation of a safe and child-centered educational environment;
• answers to questions arising from everyday professional practice.

The seminar emphasized that any form of violence against children is unlawful and unacceptable, and that effective prevention requires not only legal norms, but also informed professionals, institutional safeguards, and a culture of accountability. This initiative reflects the core mission of the “Qaldirg‘och” Project — to promote legal awareness, support professionals working with children, and contribute to the prevention of violence through education, dialogue, and cooperation with educational institutions.
