ABOUT US

Qaldirg’och is a student-led educational and legal awareness initiative dedicated to empowering underage girls from particularly vulnerable backgrounds. Founded in March 2025, under the legal clinic of the University of World Economy and Diplomacy, “Qaldirg’och” comprises of 20 volunteer-students and a supervisor. The project focuses on promoting inclusive education, providing free pro bono legal consultations, and supporting the social integration of girls who face systemic barriers due to disability, social exclusion, or exposure to violence. Through accessible knowledge, legal education, and community engagement, Qaldirg’och seeks to help girls understand their rights, develop confidence, and build the skills needed to shape their own futures. We believe that meaningful empowerment begins with education — when knowledge is accessible, inclusive, and grounded in real social needs.

The project recognises and respects fundamental principles and norms of the following legal acts:

● Law of the Republic of Uzbekistan “On the Provision of Legal Aid at the Expense of the State.”

● Decree of the President of the Republic of Uzbekistan No. UP-256 of December 24, 2025 “On the Approval of the Strategy for the Protection of Children from All Forms of Violence for 2026-2030.”


Based on the fundamental principles of the Convention on the Rights of the Child and the Convention on Elimination of All Forms of Discrimination against Women, the project aims to embody the principles of human diversity and human dignity. Its main idea is that underage girls should be able to enjoy all human rights and fundamental freedoms without discrimination. By combating gender discrimination and providing for the need to take reasonable account of children's needs in order to ensure equality, the project promotes the full participation and protection of the rights of underage girls in key areas of life. The project's legitimacy is supported by norms of national legislation. The implementation of the project aligns with overarching objectives of Decree of the President of the Republic of Uzbekistan No. UP-256 of December 24, 2025, “On the Approval of the Strategy for the Protection of Children from All Forms of Violence for 2026-2030.” In particular, the implementation of the project puts into effect such objectives of the Strategy as creating an atmosphere of intolerance to violence and ensuring the availability of information on legal protection mechanisms.

In order to ensure wide accessibility of knowledge and sustainability of the project results, it is planned to develop an information and awareness-raising component, including the preparation of educational materials, thematic essays, and legal explanations in an accessible form, as well as their dissemination through digital platforms and social networks. This approach aims to expand the reach of the Uzbek-speaking audience, increase legal literacy, and foster a culture of respect for the rights of girls and women. The Concept of the "Qaldirg'och" documentally defines the tasks, strategic objectives, priority areas, and stages of development of the project to introduce inclusive education and provide legal assistance to underage girls in the Republic of Uzbekistan in the medium and long term, and serves as the basis for the development of a set of programs, initiatives, and necessary measures within the framework of the Project.
